Assessment Frameworks

 

An assessment framework is a tool used to guide organizations and communities through the process of understanding what climate change will mean for them and what they can do to adapt.  Most assessments can be divided into: "impact" and "adaptation" assessments.  

  • Impact Assessment: How might your community or organization be affected by climate change?  Is a building in your community vulnerable to storm surge? What will a milder winter mean for the local farmer's market?   An impact assessment helps to answer questions like these by helping users to identify what the climate impacts, risks and vulnerabilities are in their community or organization.  An impact assessment is often the first activity that communities and organizations take on in their journey towards planned adaptation.  

  • Adaptation Assessment: An adaptation assessment by contrast looks at what adaptation options are available and most effective to address climate impacts, capacity challenges, risks and vulnerabilities. Should the new road be built futher away from the waterline?  Should hard or soft measure be used to control erosion?  What adaptation option is most cost-effective?  Which is most reliable?  These questions are all part of the process of conducting an adaptation assessment.  Once the assessment's complete, communities and organizations will have a solid strategy in place to help them to deal with the challenges and opportunities arising from climate change. 

  • Nova Scotia Impact and Assessment Framework:  The Climate Change Directorate is currently working with the other Atlantic provinces, through the Atlantic Climate Adaptation Solutions Association (ACASA) and Service Nova Scotia Municipal Relations (SNSMR) to develop a customized local impact and adaptation assessment framework for municipalities.  The Climate Change Directorate is also developing a similar custom impact and adaptation framework for provincial government departments and agencies, to help them develop their own adaptation strategies (See Action 55 of the Climate Change Action Plan).  These frameworks will provide simple step by step guidance on how to assess climate impacts, vulnerabilities and risks as well as how to decide between different adaptation options.  Both will be completed in 2011 - 2012.   In the meantime we recommend looking at our custom guides section of the tools page for examples on other impact and adaptation assessment frameworks designed for different audiences and purposes.
